I would like the kick off the workflow every Monday in the early AM as a reminder to the user regardless of when the user submits the form initially.  You would need to query the full list from SharePoint into a secondary data source. Once there, you can use a filter to find the city. You'll have the ID for the user, and the list of IDs, so it's just a filter to get the city name. Make sense?

for a lact of a better you are trying to create cascading results, correct? which may be the way you need to go. perhaps you could have a hidden choice field. this hidden field could be changed based on user interaction. the second field (or the field you are trying to filter) will return results based on the hidden field. that should solve ...
