Thank you. After more digging, that is what I found. Our IT team is not forthcoming or willing to make a change. I have been able to go through a back way using a Workflow. It gets the job done which is all we need. If I can ever find a willing Admin, I may be able to have them fix the permission side on the server.

Looks like I found an initial answer to my question. IP List forms cannot be used with Repeating tables. I think this is going to be a requirement. I guess I will be forced to use a Library form.
