Its present for both MOSS 2007 and MOSS 2010 but only with Enterprise version.

Hi, To find the word count or number of characters in text box or RTB try adding a new action rule. Check if that control is not empty, then set a field's value to string-length(.). I have tried it and it works perfectly fine.  Hope this helps!

Hi, Hope your issue got resolved. If not, then you can create a workflow in sharepoint designer or you can use Nintex workflows. This way you can create form, email it to users, get info in the list/library and then finally use it for creating graphs, dashboards etc. Hope this helps!
