relinking is not an option because i move the document, so i cant relink it to the one in the Employee his library. because its gone.

I got 1 site( http://Servername/sites/Employee) for employee's to fill in their timesheet.
1 site (http://Servernam/sites/Client ) for the client to receive timesheets from the employee that is working for that client. At the end of the month the employee sends his timehseet to the client.

You adding multiple files by using 'Attach file' right or any.
There is one option to upload multiple files, you can publish form to Share point and there you can find an option to upload multiple files.
