I think i solved it.
By creating a new calculated value and use "Equal" for both of the multi value choice fields with count.
If count >1 then I can restrict user.
count(dfs:dataFields/my:SharePointListItem_RW/my:AuthGroups/Value[. = ../../my:AuthGroupsRW/Value])

The rules in your form will only run when the field the rule is on is changed - so even just re-opening the existing forms will only execute the rule if the field with the rule changes when the form is opened.
