You just have to get your logic correct. It can be done easily. When creating data validation logic statements, EXACT syntax is required. Things like "yes" do not equal "YES" or "Yes" and sometimes aren't the same as "TRUE" or "1" so you have to be very careful. Do one ...

Sure, it shouldn't be a problem. You can either use a basic SharePoint Designer workflow or maybe just add another Email Submit data connection.
Whichever way you do it, you basically need to trigger it ONLY when the form is complete. To do this, simply make sure you have some sort of field (hidden or not) in the form template ...

Would you mind attaching a screenshot of your data source (from the taskpane)? I have a feeling that there's no easy way to do this using just the InfoPath designer, but let's have a look at the data source first.

File attachement controls ARE allowed in browser forms
If your data structure is correct, there is no reason the previously attached attachment would repeat
Simply drag a repeating section onto the form, then drag a file attachment control into that repeating section. InfoPath will generate a data source ...

Thanks for the reply Patrick. Is Infopath 2010 out of NDA status enough that you could answer whether attachments in IPFS is coming? If not, we will probably be spending dollars on developing a solution ourselves.
Edit: also, how would this picture change if our email senders had the Infopath 2007 client? Would #2 then be do-able?

You can do #1 but not #2 because IPFS (browser forms) doesn't support attachments yet ...
