Oh - I see, you are setting query fields then executing the query. I hadn't realized that - I thought you just were using conditional formatting. You may want a rule to clear the query fields after the query executes so that you don't have a stray value confusing things. I think you also may want to have your rules just set the query ...

WOW!!! Not sure what you did, but it's now working. Also I did have to do OR instead of AND in the formatting conditions. Attached is a screenshot of me logging in as Action Officer, which did only show the action officer block.
