You say that this works in InfoPath but fails in the browser, which indicates that this might be a SharePoint (IPFS) issue and not an InfoPath issue. I would suggest that you also research SharePoint and IPFS help/documentation. Good luck.

So there is no inherent ability within Sharepoint to link a library with a list?

Yes, that will work as well... I  guess I was just seeing if I could read from environment variables or something.
