I have created a seperate view, with just the body of the email. I have 4 or 5 text boxes with data from a checklist we use for adding/deleting users.
On the checklist there is a Send to Clients Email Button.. this button has a few rules that get run when clicked.

I don't use any workflows technically. I just have the tasks change status (a text box value gets updated) and it just looks like there is this workflow happening. I would email Laura (wonderlaura.com) and see if she can help you. She is great and does respond to people.

I am out of ideas. I had to scratch the idea of using a code behind file and make all my forms with rules and set the value of each individually. It was tedious cause I have a ton of textboxes where I wanted to set the value based off a selected item in a dropdown list. Similar to a SQL select query. I know using C# would have made this ...

Here is an example from an Access Database. I am not sure if I wrote this or I got it somewhere:
Imports Microsoft.Office.InfoPath

Imports System.Windows.Forms

Thanks much for the note on my post. Because my form has many checkboxes, I haven't found a way to arrange the filled-in fields on a summary view so that they all collapse up in a nice order. I've been able to hide the empty controls but now the filled in fields are visible in the middle of the page.

Yea good thought. I don't know why I never thought to just disable the control. I will re-publish and see if that works.
I still want to know why the formatting rules weren't working if anyone knows.
