My first reaction to that suggestion was: of course not... if there is a rule I'd know about it.... but sure enough something that I had tested/tried weeks ago was still there and interfered with my 'empty test'. So problem solved :-) Thank you Hillary

Why not set the default value on your checkbox equal to the value of SalesTax filtered so that Vendor = the vendor selected in the dropdown?  Something like this:  SharePointList/SalesTax[SharePointList/Vendor = VendorFromDropdown]
