This is an IE setting. You can control what gets cached via the IE's Tools->Internet Options->General->Settings. I hope this helps.

Ah, I see what you're trying to do. This can be tricky sometimes.
I suggest applying this tutorial to add a id number to your row: http://infopathdev.com/howto/tutorials/default.aspx?i=d663d7df90e94e65abb02632966e8127
and then use the number from that field instead of the position() function.

An easy way to do this would be to add one more field to each row, FieldC, and use a function on this field to calculate the inverse. Then for each FieldA and FieldB on subsequent rows, use a data validation expression like this:
. = preceding::my:FieldC
