Form is opened with default user role when you are logged in with any log in Credentials.
You set the User1 as default and set the Conditional formatting for Field1 is
If User's current role - Is not equal to - ''User1'' - then Read-Only.
Because only this Condition works correctly.
When you are set the User2 as Default then Field2 Condition ...

Alas, the situation is more complex than I had thought...

What is doing the serialization from the DB into the XML? I think this should not be elimnating the nodes from the schema, but just doing a /> ending to the element. I would check into fixing it at the serialization side, but if you can't do that you can write code in the form that looks for these missing nodes and adds them in with a blank ...

I don't know exactly how your schema looks, but what drgkreddy suggested should do the trick. You default value formulas for the two circled boxes woud look something like this:
count(xdXDocument:get-DOM()/my:Tracker/my:Agents/my:Agent[my:Ob1 = C])
+ count(xdXDocument:get-DOM()/my:Tracker/my:Agents/my:Agent[my:Ob2 = C])
+ ...
