Section properties default settings not recognized by form

I am using IP 2007.  I have 5 checkboxes: user can check any that apply.  Two checkboxes cause their own corresponding section to show if true.

When the form loads I want all sections to be visible so a user can print a blank form and fill it out by hand if they choose to.  The hide/show functionality is only necessary for those who fill the form out online.

The problem is that one of my optional sections that is supposed to be visible on default, is hidden on default even though on Section Properties data tab, default settings "Include the section in the form" radio button is checked.   The opposite is true for the other problematic section (it's hidden on default but should be visible on default)..  Both sections operate similarly - on default (page load) they should be visible, but once user checks a box, the section should still be visible, but if they uncheck the box, it should become hidden.  It seems a better idea would be to crate a view for printing and not worry about the hide/show functionality.....? but then I wonder why is there an option to set default settings to include section on form?  what is the point of setting default options then?

I get same behavior using a Section control or a Optional Section control.  The condition to hide section are set in section properties.  There are no rules or conditions set on the checkbox controls.

InfoPath will obey the conditional formatting rules, even when the form has just loaded.  If you've set the section to be hidden when a checkbox is unchecked, it will be hidden when the checkbox is unchecked.  You'll need to think of some additional logic for hiding these sections (e.g. Checkbox is unchecked AND some other condition)
