The rules are on a button that controls navigation and we conditionally disable navigation if any of the required field values are missing. I can't be 100% certain, but it seems to be action rules only, and only action rules that have a condition. Although some of the rules that DO display properly also have conditions. I didn't even have to save the form in IP 2010, just when I "Design" the 2007 template not all the rules are showing up. Snippet attached.
