Ok - so I created test field and then added a Form Load rule to to set the new feild's value = username(). After a test this has worked and now the value gets updated everytime someone different opens the form. Thank you for the suggestion, I didn't think about moving the function from the feild to the form level.

Unfortunately no. It only seems to work the first time it is completed. I thought maybe it was limitation of the browser because our manager likes to use firefox but they its the same Internet Explorer version (8.0.6001.18702) for both workstations.  

I should have indicated that in either case (in the email or from the list) when the manager opens the form the field userName() does not update.
