Here is the fix for this issue: Open Regedit and go to : HKEY_CURRENT_USER\Software\Microsoft\Office\14.0\Common\Internet Create a key and name it - OpenDocumentsReadWriteWhileBrowsing Set the Value to 1 Links will open as Read Write in IE8 and IE9.

Thanks Hilary... I have found a MS KB article that relates to this issue.  The problem is we do not have access to the server to change the WebDav settings.  I am going to open a Service Request with microsoft to see if we can get something done to fix it.  http://support.microsoft.com/kb/2018958
