I have the exact same problem with an Infopath Form Filler form (2013). Ie in the InfoPath client, not the browser.
I've worked for several days on a form to get it exactly right, only for it to be a lot smaler when I started testing on a different computer.
It's a plain form with text and checkboxes. ...

It sounds like an issue w/ your XPath filter. If you click "Edit XPath" for the formula you are using for the value, what's the full XPath? Just paste it in a reply.

So - it works in preview, but when you open the published form from its published location in filler, it fails? That is odd. Does it fail in both existing and new forms? If you preview the form, does the query run? Is this a bowser or filler form? If you create a new form and add a data connection to the Action Tracker list, do you have any issues?

I have a challenging requirement that I'm not even sure if it is possible. I'm using SharePoint 2013 and InfoPath 2013.
I have a form library, that uses a browser enabled form to collect the following information:
'Standard' fields: user, line manager
In a repeating table: System, Access Level, Approver
Please note the approver ...
