Could you set groups up for your approvers in Exchange, that way when the approvers changed, you would add and remove from the group.
Also, you could set a couple of admin emails that more than one person could have access to.

Is there anyway to allow a user of a form to format a picture in a picture control box? if not what is the best way to design a form allowing the user to import a picture into a field and then alter its properties such as size and aspect ratio.

C'est très simple mais ca dépend de comment tu as crée ton XML.
Normalement tu vas dans Outils->option du formulaire->bouton valeur par défaut et la tu va chercher ton tableau (noeud XML) et quand tu le trouve tu enlève la coche qui se trouve a coté.

Si on envoie le noeud pere, quel sera le type de arrivant au service Web? un Data Set? un noeud XML?
Si c'est un noeud XML (XMLnode ou IXMLDOMnode ?), on peut le transformer en Data Set pour ensuite faire un insert ou un update.
