When you install and get the error, leave the error message displayed so it does not rollback.
Then open the default.htm page IE (e.g. http://servername/QdabraWebService/default.htm)
Does this page display? You should be prompted for credentials, but it should display in IE.

This environment is totally fresh. The DBXL product was the first web app setup on the box (an X86 version of the OS). I have created multiple sites for this app to be installed on, and none of them function any differently.

My issue is a different one, but relates to the same topic (inserting rows). In my case, I'm using VB Script and IP 2003, and what I get is:

Add 10 rules to the dropdown
Give each a condition for each of the ten options Dropdown = A, DropDown=B, etc
Add a action for each rule that is a setfield action
Set Description field
Enter the text you want for that dropdown value.

I would create the basic framework, the workflow components, etc.
And then save this as a sort of template for the others.
Then use this template, rather than starting with a blank form, and add the particulars for each unique form and then do a save as.
That way you do not have to start over each time just focus on the unique aspects.

It does not need to be browser compatible to publish to SharePoint.
If you are doing 2003 compatibility then that might cause an issue since 2007 is when the browser based forms came about.
The other things listed are all things that are not supported in browser forms.
If you are not going to use IPFS and browser forms than ignore. If you were ...

Sure.
An action on a button can be to open a new form.
Do you want a new document or are you trying to link to an exisitng document? An existing document is trickier as you have to have a way to look it up.
Browser based forms you can use hyperlinks.
What is the environment are you using Sharepoint?
