I am no programmer so please excuse the ignorance.
I have 1 Form with 2 submit buttons. 1 "Submit" which sends the form to first receipient who needs to approve the request. Button 2 "Approve" then sends it to another recipient.

Maybe I misunderstood your original question. qRules' CopyTable will copy data from one xml group to another, so yes, all the data needs to be in the InfoPath form before it can be moved around.
