Filtering can be done on the SharePoint side using a modified list view and an XML data view data connection to that view.

Hi, Also verify the case of the state field value. For example, if the state value is Texas and you are checking with texas then it should fail. So make sure that both are same in case.  Once put the condition in a expression box in UI and verify whether the condition is true or not.
