Well, it would appear that User A had no permissions set on the IP form in the Form library....  I am so disappointed in myself but maybe this will help others somehow?

I initially thought going with a SharePoint List for my project would be the thing to do, however in test it is apparent that a Doc Library would be more well suited.  Problem is there is a TON of fields and rules in the form and I really don't want to have to re-create it. I have a field that is a total.  The formula should be that if FieldA >0, then divide FieldB by FieldA.
