User Access of IP 2010 Form with Workflow via SP 2010 List = error while loading the form.

I have a IP 2010 Form with 6 views. I have 4 warnings in Design Checker (Unsupported HTML) however from what I have read that will not stop the form from use.

User A - Can access the site as well as several other lists and add records to them via custom IP forms. When I try to add a doc to this particular list I get the following error:

“There has been an error while loading the form….A form template (.xsn) file cannot be accessed. You may not have the required permissions to open the file.”

User B – I have admin rights and can access everything including the new form.

From what I have read it would appear to have something to do with workflows – so I deleted them. User A still gets the error. I have compared settings (Submit Options, Form Options and ran Design Checker)  between other IP forms I have created that User A can access and they are the same as this new form.

I also read that a sure fire fix was to go into Central Admin and Upload the form Template however, I have not had to do this with any other forms that are in use today.

Does anyone know of another thing to try to resolve this?

Well, it would appear that User A had no permissions set on the IP form in the Form library....  I am so disappointed in myself but maybe this will help others somehow?
