So - how are you setting this field? I tried this with a default value and in SP 2010, my published form showed the picture as soon as opened - didn't have to submit first. So, I tried the same thing in Office 365 - again, no issue. My image showed up just fine.
Are you using a default value? Or are you setting the field via a rule or ...

Here's a blog entry that might help you: http://www.infopathdev.com/blogs/hilary/archive/2012/07/05/qrules-refreshsharepointlistitems-walkthrough-for-v4-2.aspx

Are you forms submitted to the library as well? Is the URL the forms are opened from the DBXL URL?

Are you opening these saved copies in design mode? Right click and select Design?

But think of all the time you are going to save someone else!!! Fantastic job figuring this out and thanks for posting all your follow ups.

Oh, man, I didn't even think about that. I know with 64 bit IE / SharePoint 2007 I had a lot of issues. I'd completely forgotten about that. Good detective work!

Wow - I'm not sure on this one. You've ruled out the machine, since you can log in as other users and not have a problem, so it seems likely it is something in the profile or the IE settings. Painful, but you could always compare the IE settings between a profile on the machine that works and the one that does not.
