what do you mean by MaxDocID, i hope it refers to the highest document id of that particular document libary, to get the highest document id you might need a dataconnection to that document libary and add 1 to it
NOTE: every time the form is submitted, it will create a new document.

publishing more than one form to a document library is possible, you will have to publish them as content type.

if two persons open the same infopath form at the same time, the first one to save will save it properly, but when next one tries to save it, he will be given a warning dialog box that the data has changed and does he want to overwrite it (similar warning, i dont remember the exact words). so onus is on second person to save the ...

in the data validations insert this condition also like
if field1 is not equal to "your validations" and
field2 is not blank
