Well one thing you could do would be to add these fields for the spaces into the form and then add a view in the form that is editable only by the person (or persons) who are allowed to authorise and assign the spaces. Once that user authorises and assigns the spaces in InfoPath you could have an email sent to the user directly.

I'm trying to attain the ability to change the font/size/color along with bulleting capabilities for a rich text box created within a repeating section.
When I add a new rich text box into a repeating section, the text formatting options are always greyed out when I begin to fill out the form.

there should be some logic that should decide what should be the default value of the dropdown 2 when dropdown 1 changes, so try to implement that logic using rules and set the value of the drop down 2(note: rule needs to be put on drop down 1)
