I don't know of anyway to do this through the SharePoint UI or do it automatically in SharePoint (re-linking won't do this and besides relinking 20k documents would be insane to do!). The fields are basically counters and if they are equal the page break is not displayed.  This is because you do not want an extra page break at the end of the document.  If you set the default values for the fields and configure the conditional formatting similar to the original example, your form should work.

I ran into the same issue recently, and executed this command: stsadm.exe -o execsvcjobs. BTW, stsadm.exe is in C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\14\BIN\ See if it works for you... Good Luck!  

Am attaching an example of what I have, and what results it is giving me. My page break works for the 1st repeated section but not for any section after that. If I need to be clearer, please let me know.
