I know this is an old post, but i tried this and it worked except for one issue.
For me i have my field name Departments,and created a rule for each department, HOWEVER, when it shows the email its sending to, it does this: HUMANRESOURCESemail@domain.com
So basically it adds the department with the email and which it doesnt work properly ...

That was a good start. Fortunately we have a security administrator that keeps us all on the same SP and Patch level when they come from MS every Tuesday. My next step is to try another profile on one of the failing machines to isolate profile dependence or OS/SW issue.
