This may be because you have UAC (User Access Control) is switched on by default in windows 7 which could prevent certain type of action like opening outlook. You can use the GetItem operation of the SharePoint copy service to get the ID -- data connection to http://server/_vti_bin/copy.asmx then select the GetItem operation. Set the query param to the URL of your link, then run the query. The Id will be the Value of the FieldInformation group where the InternalName is ID.
