Actually, it sounds like you are doing everything right -- I think you are saying that the values from the promoted columns from the second form aren't displayed in the library -- is that correct? I'm still a little confused as to what this has to do with the error in the title?

Sounds like a couple different issues. When qRules is injected into your form, you are adding code, thus for browser forms you'll need to either admin approve or sandbox publish. InfoPath usually makes sandbox publishing pretty easy if a user has the correct permissions, so you may not be a Site Collection Admin? As to the path to the ...

By emailing it to the techs, do you mean as an attachment or published as an email? If you publish it as an email, it should become a form template in their email that can be filled out, held in their Outbox then sent when they have internet access.  This may require a change to your Submit option to allow email submission.
