I see what you are doing - but I'm wondering... why?
I mean... you could just have a single boolean field called "hide" - right? When it changes, clear fields, have conditional formatting based on true / false.... I guess I'm trying to understand the purpose of the count field. :-}
But, I do get what you are ...

you will need to accomplish this thru the use of rules and validation. If you create a sister field for each of your conditionally required fields you can check the value of the sister. even if the value is 1 or 0, check the box set value to 1, if the sister field =1 and field is blank, hide your submit/save button. studentID and studentEmailAddress are form fields. When the user clicks the button, a ...

I am having an issue trying to figure out how to hide/show a section in a repeating section. The issue I have is the first row seems to be dictating when to hide and show and I am trying to control this at the row level.
I have a button, Rule: on click it increments a count field.
count - Rule1, sets field value, count mod 2 = 0 , label = ...
