I believe this should work:
sum(eval(startTime, "substring-before(., ':')"))

Upgrading a form to a higher qRules version is as simple as running it throught the injector for the new version. Please make sure to back-up your form before you do so, just in case.
-
In that case, when you set up the condition and open the Select Field or Group... dialog to pick the field, use the dropdown on the dialog to pick "All occurences of field". That should do the trick.

Ok, I see what you're referring to now. Actually, this isn't a matter of 1st your objective is to row vs. other rows, but rather that the textbox only displays when Option 2 is selected in every row.
So if I understand correctly, your objective is to display a certain control when a dropdown in any row has a certain value ...

If you place the rule on the repeating group itself, then the rule will fire on that row, and only that row, when the row is added. Any fields you reference with Set Value actions will be the ones inside that same row.
-
This isn't a behavior I've heard of before. Would you be able to attach your form (or a simpler one that reproduces the issue) to this forum thread?
-
Another option would be to place the rules on the repeating group itself. These will get triggered when the row is added, and you can use these to copy the selected values into just the new row.
-
Could you clarify what you mean when you say you're trying to connect to SQL Server in VSTA? Are you not using InfoPath's data connections to connect to the database?
-
Is it that you want to trigger the rule when a row is added? If that's the case, the place to put the rule would be on the repeating group itself rather than one of the fields. Where have you added the rule?

Is there a chance that WordA can occur in the string multiple times? If not, I think this would work:
concat(substring(field, 1, 1000 * not(contains(field, "WordA"))), substring(concat(substring-before(field, "WordA"), "WordB", substring-after(field, "WordA")), 1, 1000 * contains(field, ...
