That is just an informational message, and you should be able to publish. I don't see any multi-selects? Did you maybe remove the view that had the issue? I just want to look at it in design mode, because I'm having trouble understanding your question - it is easier for me to understand when I can see the form. :)

The only codeless way I know of is to use CAML and the lists web service. But if you are on SharePoint Online - you can't access the lists web service from a browser form there. However, if you are on SharePoint Online - you may be able to kludge something together with Flow - maybe promote a helper field that has the IDs of all items and the ...
