InfoPath list forms have a locked schema (which means the schema is locked to the list and you cannot modify the schema), plus list forms cannot handle repeating data. Those are likely the reasons why you cannot add a repeating table.

I am pretty sure that the form is SharePoint List form. Not sure how to check this. I have attached a couple of screenshots.

The people picker work, however, the fields stop auto populating for some reason. Can anyone help me figure out the solution? The form was auto populating, and then it stopped.

Can you check the form type? Is it a SQL bound form? A SharePoint list form?
The type of form matters; certain controls are not available for certain form types, and sometimes the form schema is locked as well.
Knowing more about your form will help. If you can, you can attach the form itself or screenshots via the Options tab when replying. ...

It was a simple typo - you were using this: current()/../preceding-sibling::ns1:Question
It needed to be this: current()/../preceding-sibling::ns1:Questions
Questions is your repeating group.
