It seems to be copying and pasting the controls that starts the problem in the first place.

If I select each control in design view, and set it to white AGAIN (the first one using the custom colors window), they seem to get fixed (for now at least). What a pain!

Yikes! I gave my cells a background color and my controls (text boxes and calculated displays) I left white. When I open the form in the Display webpart the controls just adopt the color of the cell. Besides being in the Display webpart the form is set to 'read only'. Neither of those things should disable the color inside controls, should ...

Translate doesn't seem to work to change ;; to ; but this does:

Thank you. That worked but now I have a follow up question.
Since I have 5 check boxes to create the email string there are many combinations and when adding / removing checks randomly I am running into output where the email address goes away once checkbox is unchecked but extra semicolons remain.

Are you using SharePoint Online? Or on-prem? If on-prem, you might be able to use the User Profile web service to get the email back. https://claytoncobb.com/2009/06/21/userprofileservice-extended/
