I have created an infopath form and published into a SharePoint library where all users can submit it. The people that monitor and address these forms want them to be read-only to users with only a select group allowed to edit the form after it has been submitted. I was finally able to figure out how to solve this issue. I changed the Event ID field from a text field to a dropdown list populated by another custom SharePoint list. Then, when the variable value was written to that dropdown field, for some reason, it took the value and would filter the other dropdown based on that specific Event ...

I have a usable solution: under SharePoint Form settings, I change to the default SharePoint form and delete the InfoPath form. Then republish the InfoPath form: no more error message!
