I have found root cause...
The depolyer has modified my data connection file..he have added a user as authenticated in my data conncetion file. so the GUPBN(GetUserProfileByName) web service return the same user account name..
that's y its working when the admin level user in the group...

If it's working in one environment (development) and not working in another environment (production), then it sounds like there's a diference between the two environments. I would check that your setup and deployment in one environment matches the other, including permissions.
