When you say "Rule" do you really mean "Conditional Formatting"? I'm assuming so.
The current user role appears in the bottom right of the InfoPath application window. Check to make sure you are in the user role that you are expecting to be in.

The date format is a problem: "4/18/2008" is not a valid XML date... you need "2008-04-18".
I'm not a VB expert, but is Me.CreateNavigator working? In C#, we us MainDataSource.CreateNavigator().... so I would assume that in VB it would be MainDataSource.CreateNavigator

Unfortunately (sadly), there's no way to do that. This is a one-by-one operation.

You've got the right idea, but you must do your own verification. This is typically done using a try/catch block.
Please look up these methods in the documentation/help so that you can understand their requirements. For example, in order to use XDocument.Submit(), you must NOT disable submit in the toolbars. Here's a quote from the help ...

I'm sorry -- I just noticed that the form wasn't available for download, nor was the article about actually designing that form.
So, no... I'm not aware of one. Sorry.

I'm not aware of one. But that's the great thing about InfoPath -- just modify the one you are looking at (from that link) to meet your needs.

Depending on you scenario, you should not need to populate your list box via code. Moving--yes, but population should take place as part of your secondary data source. If you have a static XML file, just create the XML file with all the options pre-built in there. If you have a database or a Web service secondary data source, then querying that ...

You will have to use code to get a string copy of all the markup in your rich text node. If needed, you can save that string into a hidden text node somewhere for your web service. Getting node.text will fail because it ignores all the markup.
