Found a Fix!
My understanding of the InfoPath indexing was correct, however the Validation function just seemed to be choking.
My Solution: Create a field in the repeating table called "Yearly Total". Create a hidden field called "YearlySpendingPlan-ID" in the repeating table group and gave it the Default Value = ...

My initial reaction is break it down into smaller chunks and use multiple views.
Can you at least get your form to connect to the SharePoint (SP) list? and set fields from SP to fields on an infopath form/table. Don't worry about marrying them up just yet. Can you at least pull some SP data into an infopath form.

I'm not understanding how adding another data connection will help when I am trying to filter my data based on the person field in the form.

Are they hyper-linked images? Do they images still exist?

Can you email the XML you are previewing with?

What will you be sending out? A web based infopath form or a word doc?
Signatures - use insert picture. People use to do that on word docs.
Look into view and form status. You could make something read only.
