Several things come to mind.
I'm not sure how many users you will have looking at your system or how many employee records you will have. I initially think training and make it part of somebody's daily job to check for valid or expired dates. What if your email system fails - it happens.

I dont see any option for achieving this, but you can try putting screen tip instead of changing "click here to attach a file" text.
