I don't believe what you describe exists. Fields are specified as "cannot be blank" within the data source, not within the individual views.

aiminさんのもとのやり方には、だた一つの不足が入っていました。
この場合、動作規則二つでいくと、一つ目に「コメントフラグB＝０」という条件を設定した方がいいです。なお、その一つ目の動作規則に、「この動作規則が完了したら規則の処理を停止する」チェックボックスをオンにしなければいけませんね。
また、ボタンにこだわっていなければ、チェックボックスを使ってフォームの部分を表示したり隠したりすることがさらに簡単です。
