For me I'd hide the ribbon save options.
I'd have the following: two buttons. 1 called Approve, 1 called Reject on the form.
A hidden field called FormStatus. I'd have another field called FinalApprovalStatus
Each button has several rules to it when the button is pressed.
Set the field FormStatus to 2.Submitted to X or ...

You can add another view and in the form options, set it to be used for the Display view.

If you have code i.e. VB etc. in the form you might need to publish the form as an admin template.
If you don't have code, make sure, File>Form Options>Programmability (I think of the top of my head). Clear any code reference here.

How do users access the initial form?
I'm not a fan of closing forms on a submit button. I'd rather have a rule which switches to a Thank You View and the submission of data happens in the background. On the Thank You View, you could have a button, which closes the form.

Yes his is a SharePoint list and it only has one view. When you open an item you see the form but in a display view. You can then click edit item and see the way I want it formatted. Do you know how this can be fixed?

Hi - is this a SharePoint List form? If so, it may be using different views for editing vs. viewing.

Hi:
When I create the form everything looks fine and also once I open it to start adding information. Once it is submitted and ready to view everything changes to the color of the background it does not keep the white. See image attached. is there a way of fixing this?
