Does anyone know how I can use a workflow to change a users permissions in a sharepoint library with or without using InfoPath.

 Hey! And thanks for your response. I gave this a shot, but I think I'm getting confused on the rules filter data part. I just attached a screenshot with some text in red to describe the functionality. I will also reply with another screen that shows the rules.

Dear all, I have created my SharePoint form with Infopath recently. When I go to Sharepoint online I can see all the respective column that tally with the form, but when I click "New Item", the form loads blank without any error message.
