We have confirmed this is a bug and it should be fixed in the next release. When adding a filter, the first dropdown in the condition builder was disabled. The work around was to reselect the repeating group for the dropdown dynamic values.

This is in FormsDesigner? Can you email your form so I can repro this issue? Let me know which dropdown it is as well - thanks!

I added a DropDown element against a dynamic list, but when I try to edit its filter, the control to "Select a field or group..." is disabled.
