This is caused by Outlook preventing unconfirmed email to be sent (spam).
You can use code but then you have to make a full trust form and install it on each machine to overcome the security warnings.
Or use server side email such as a browser based form or Qdabra's web services suite. Then the client side security won't get you ...

I usually do this type of thing by creating another view for authentication in this case.
On first open, this view is shown with the text you need and two buttons. One switches to the main view and the other closes the form or whatever.

It may have to do with authentication.
I am not sure how the user authenticates from a mobile device.

Once form 1 is saved.
Create a data connection to the library where it is saved.
Then you should be able to get the field if it is promoted.
From there it could be cross referenced.
If you need to pass the name value there are ways to do this when you call the second form.

I think the only workaround would be to have them save the multipage tiff to a share or SharePoint and then put a link in the form rather than attaching it.
If they open the attached tiff do they get all the pages? I believe it just does not display the additional pages in the view.

Have you tried updating thew form template to 2007?
Open in designer in 2007 and save it either as a 2003 compatible template or as a 2007 version?
-
To publlish without admin approval you would have to have a document library.
But you can put a hyperlink to the template afterwards that people can use without being aware of the DL if that fits your needs.
-
I do not know of any automated or packaged functionality to do this in Infopath.
What needs to happen? I am sure there are some design methods that could impact usability for those with disabilities.

You can publish a form and then link to it from another place and therefor obscure the library. So the user clicks on a link and never sees the library.
And you can use cenrtral admin as you described. Forms can be published in SharepOint but have no submit to Sharepoint, such as email like you mentioned.

Forms would have to be republished but it sounds like you want an automated method of doing this.
I think Qdabra has a migration tool for moving forms from site to site in bulk.
