Hmmm. There may be a simpler way to do this. For the conditional formatting on the Submit button, you could just select "Any instance of" the repeating field (in this case the TaskDateCompleted) is blank - there is a little dropdown when you select fields from outside the repeating group when building conditions that lets you ...

Is this a browser form? Is the only submit the library submit? Does the user have write permissions to the library? Is this Office 365 or an on-prem SharePoint install? If it is on prem, you should be able to give your SharePoint admin the correlation ID and she can look up the error details in the ULS logs.

I think that you have two possible issues here - action 1, you are setting the main data source Title to itself? That confuses me. :-) Then, in action 2, you are querying for ALL the items in Attendees - so if there are any forms in the library at all, you'll get a false positive. If the button is a "submit" button (so the rules are under the submit rules) maybe try changing to Rules instead. Or add another button with the same rules & see what happens. Any rules with a "don't run the rest of the rules if this condition is met" checkbox selected?

Sorry. Yes, it is the SubmitToSharePointList command: SubmitToSharePointList /submit=SPListSubmit /mapping=mapping
Nothing in the error node. =(

So - I'm not sure what you are querying? You would want to query the form library for something unique (I guess the field you are using for the title, to see if there is a match?) and then you should be able to count the returned rows and do something if there is a match - like switch views and not submit....

What is the "actual submit"? Is that the qRules SubmitToSharePointList command? Anything in the error node?

DOH! I know you have told me to do that before! It is now done, and one of my buttons works, but not the one with the submit. There are 5 rules on the submit button, and it does them all except for the actual submit. ='(
