So - try this, just for an experiment. Insert the entire Date__Ward_information repeating node on your form as a repeating section with controls - just anywhere on there, you can easily delete it after testing. I think the issue is related to the binding in the view - you are inserting a new Date__Ward_information node, but not setting any values ...

Hmmm. I'm wondering if when you add another section, the repeating table in it has a single blank row - perhaps that is what is causing the error? Sort of - it just means you can't have an admin go look at the logs, unfortunately. So - it sounds like some of the time your submit to the library works and sometimes it doesn't. If you aren't using SharePoint online, you might want to have your SharePoint admins take a look at the ULS logs - I think since the error is intermittent it may be pretty hard to track down without additional info.
