I think you'll just have to add the date filtering to the formula you are using for your count - you'll need to manually edit the XPath to do that, I think - but you may be able to copy the expressions you are using to hide rows and re-use those. Attached certainly is the basics of the form for each Tuesday. The only piece I've not been able to test is being on a Tuesday before 11. If I'm in the office hopefully I can test tomorrow, but this should get you going.

Did you find a workaround? I am having similar issue where form submit is based on a property value and if validation fails it won't submit even if the required fields are entered.
