See attached and yes this is a form in SharePoint, I've removed a lot because this is client sensitive and just left the essential piece.

The tricky bit will be figuring out if the current user is a member of the group. Once you know that, you could use conditional formatting to hide the section. Yup, it does. I'm not sure what else to suggest - Are you using all 32 bit Office? That is, both InfoPath and your regular Office install are the same?

I want to concat a few fields together to maintain a unique Title for sharepoint list items.
However due to URL length restrictions I need to cut down the size of the title. In order to do that I want to identify two fields (FieldA and FieldB) to use.
