Add the attachment field
Go into properties
Uncheck the Allow uesr to browse, delete, and replace files.
This will work fine, but i want change into read only after attaching file to file attachment,
Initiator only need to upload the file, but user do not required to upload, for this any body give any idea please.

I'm out of suggestions, I'm afraid - the web service works as anticipated for me using my SharePoint server. I guess I checked against 2010 instead of 2013, not sure which you are using. You may want to try running Fiddler while testing in preview to verify the web service is called and see if you can get more information in the response.

I'm sorry. I don't understand what you are saying. I'm just suggesting you preview the form, enter the URL for an existing file in one of your SharePoint libraries, and see if the web service successfully checks the file out.

What happens if you try in preview? I just added a data connection to the lists service on one of my servers, drug the fields onto my form, previewed, executed the data connection - and the file checked out. From your screenshots, it appears you are using the web service correctly. Maybe try in preview and run Fiddler and see if you can get more ...
